The Sovereign Integrity Charter (SIC)

Global Standard for Ethical Academia

The Sovereign Integrity Charter (SIC) is the global standard for ethical, free, and future-focused tertiary education, established and conferred by the University of Deliverance. The SIC represents a non-negotiable benchmark of integrity and commitment to human dignity in the academic world.

I. The Foundational Virtues (Our Standard)

The SIC is awarded to institutions that demonstrably embody the three core values of the University of Deliverance:

Structural Integrity: Radical transparency and the unyielding pursuit of empirical truth over political convenience.

Audited Financial Disclosure, Whistleblower Protection, Research Autonomy.

LIBERTAS (Liberty)

Academic Non-Coercion: The guarantee of intellectual autonomy and the protection of student/faculty dissent from censorship.

Non-Retaliation Policies, Protection of Political Assembly and Dissent.

UNITAS (Unity)

Universal Access: The dedication to dismantling class, economic, and systemic barriers, ensuring education is a universal right.

Structural Affordability, Community Access Programs, Open Knowledge Commitment.

II. The Sovereign Integrity Seal

The University of Deliverance independently assesses global academic institutions against this Charter. The Sovereign Integrity Seal is the tangible symbol awarded to those who meet the standard.

The UD reserves the exclusive right to audit and recognize compliance without prior request or consent from the external institution. This Seal is a public declaration of ethical alignment.

III. The Official Register of Recommended Institutions

Below is the live registry of global universities and academic institutions that have been assessed by the UD's Office of Integrity and Standards (OIS) and awarded the Sovereign Integrity Seal. We recommend these institutions for their demonstrated adherence to Veritas, Libertas, and Unitas.

The following ten institutions are hereby awarded the Sovereign Integrity Seal for their demonstrable, structural adherence to the Sovereign Integrity Charter (SIC). This list prioritizes institutions embodying the "People's University" model, proving that Veritas, Libertas, and Unitas transcend wealth and elite status.

1. Berea College

UNITAS (Ultimate Access). Mandate of free tuition for all enrolled students since 1892, making it the purest global model for eliminating financial class barriers.

2. The Open University (OU)

UNITAS (Radical Accessibility). A pioneer in distance learning and open access, providing flexible, quality degrees regardless of geography or prior formal education.

3. University of the People (UoPeople)

UNITAS (Zero-Tuition Model). World's first non-profit, tuition-free, accredited online university, embodying the universal right to higher education.

4. Evergreen State College

LIBERTAS (Experimental Curriculum). Known for its radical, interdisciplinary, student-driven curriculum that prioritizes critical thought, dissent, and non-traditional learning pathways.

5. UniSA (University of South Australia)

UNITAS / VERITAS. Recognized for its strong social justice mandate and commitment to widening participation for Indigenous, low-income, and regional students, linking academia directly to societal needs.

6. University of Oslo

UNITAS (Socialist Model). Adheres to Norway's principle of free public education for all, ensuring no economic barrier exists for global or domestic students to access core research and teaching.

7. The Minerva Project (at KGI)

VERITAS (Transparency/Innovation). A radical, application-focused model that champions critical thinking and high academic standards while operating on a highly decentralized, global, and efficient digital platform.

8. CUNY (City University of New York)

UNITAS (Urban Equity). Historically mandated to provide high-quality education and opportunity to the urban working class and immigrants, acting as a crucial engine of social mobility.

9. University of Texas, El Paso (UTEP)

UNITAS (Community Service). Serves a predominantly Hispanic and border-region community, focusing its research and teaching on addressing systemic socio-economic inequalities and access issues in the region.

10. Wesleyan University

LIBERTAS / VERITAS (Activism). Known for its historical commitment to intense student activism and its emphasis on social justice curricula that encourage challenging established political and economic structures.

The University of Deliverance, founded on the immutable values of Veritas, Libertas, and Unitas, is expanding its global registry of ethically aligned educational institutions.

If your university, college, or school is demonstrating a profound, structural commitment to transparency, academic freedom, and genuine universal access—and actively rejects the conventional models of financial and political coercion—we invite you to participate.

We welcome submissions from students, faculty, alumni, and administrators who believe their institution deserves the ultimate recognition of ethical standing.

A Note on Cost and Principle

All participation in the Sovereign Integrity Seal review process, including submission, audit, and the conferral of the Seal, is 100% free.

The University of Deliverance believes the best investment for the future is the emancipation of the individual and the collective, and therefore places no financial barrier on the pursuit of truth and ethical recognition.

How to Submit:

Please provide the name of the institution and a brief, compelling case (maximum 500 words) detailing why your institution structurally embodies the SIC's three core principles:

VERITAS: How does your institution practice radical financial and administrative transparency?
LIBERTAS: How is intellectual dissent and political expression unconditionally protected for all?
UNITAS: How is the barrier of financial or class exclusion actively eliminated to ensure universal access?

The University of Deliverance will audit and confirm all submissions. Institutions that qualify will be formally awarded the Sovereign Integrity Seal and added to our global registry, serving as a beacon for the delivered future.
